35 Articles Submitted for Annual Town Meeting

Thirty-five proposed articles were submitted for the May 21 Annual Town Meeting warrant by the March 22 deadline. Town Administrator Louis Celozzi cautioned that the list of proposed articles is considered preliminary until given final approval by the Board of Selectmen.

In addition to the proposed Fiscal Year 2013 town operating budget, the preliminary financial requests total $788,500:

• $2,000 for the Historical Commission to hold the 100th Anniversary celebration of the General Draper statue;

• $6,500 to acquire land needed to install a traffic signal at the intersection of Prospect Street (Route 140) and Water Street;

• A $20,000 transfer to this fiscal year's Veterans' Services department budget;

• $20,000 for the Highway Department's annual stormwater management efforts;

• $25,000 to fund engineering and other services needed for this year's application for a Community Development Block Grant;

• $30,000 for the Board of Library Trustees to pay the final year of a three-year lease of computer systems;

• $35,000 for the Fire Department to replace fuel pumps at its Birch Street station;

• $50,000 for ongoing legal and engineering costs related to the clean-up of environmental hazards off the Upper Charles Trail;

• A $100,000 transfer of funds to the Sewer Department's Enterprise Fund; and,

• A $500,000 transfer of funds to the Highway Department to fund road repairs.

In addition, there are proposed articles to fund the collective bargaining agreement with the town's firefighters; approve a tax incentive financing (TIF) agreement with Biomeasure, Inc.; and, appoint a School Building Committee and appropriate funds for a feasibility study of replacing the Woodland Elementary School.

Other proposed articles include the "routine" ones considered every year, including: reports from town officers and committees; setting salaries for elected officials, board members and other non-unionized town employees; authorizations to manage legal proceedings, spend parking fines and sign contracts; closing out special article accounts; transferring funds between budget line items; and, authorizing the Town Treasurer to borrow money
