Upton Asked to Purchase New Vehicles and Equipment

Upton voters attending the May 10 Annual Town Meeting will be asked to take out the town's checkbook as they deal with the 39 article warrant to fund a number of capital purchases for the Police, Fire and Public Works Departments

Article 23 is asking for $45,000 from free cash to purchase and equip a pick up truck to replace the Fire Department's Brush Truck #2 and Article 24 is seeking $25,000 from free cash to install a Fire Department truck with a water tank, pump, and other equipment.

For Article 25, the Police Department is seeking $30,000 from free cash to purchase a new 2012 SUV. The current vehicle is a 2005 Explorer which has approximately 140,000 miles on it and is in need of a new transmission. The Police Department is also seeking $15,000 from free cash to purchase a Taser System in Article 26.

Article 29, if passed, will fund the third and final year of a three year lease of a five-ton dump truck and plow for the Department of Public Works for $55,370. This amount is to be raised and appropriated from the tax levy.

Article 30 is requesting $8,000 to be raised and appropriated from the tax levy for the purchase of a 52-inch stand from behind mower for use by the Parks and Highway Department. The Department has been using a mower like the one it intends to purchase, however an employee owns that mower.

The Public Works Department is seeking $32,000 free cash in to fund a replacement tractor. The current tractor used is a 1986 John Deere, which does not have a front-end loader attachment and therefore has limited use on the town's fields. Purchasing the new tractor will allow work to be done more efficiently.

Article 32 also concerns the DPW, which is seeking $25,000 from free cash to pay for the design process for an addition to the Public Works garage for additional vehicle bays, proper space to wash vehicles indoors, better office space, and locker room facilities.

In Article 34, voters will be asked to replace a half ton pick up truck for the Water Department for $22,000. The Department's existing vehicle is more 11 years old and has 77,500 miles on it. In addition, it is used daily for meter readings and visits to each of the pump stations in town. The new vehicle will be funded through water user fees.
