Upton Ballot Vote for New Wellfield, June 12

Upton residents are reminded that a Proposition 2 ½ debt exclusion ballot vote has been scheduled for June 12 at Nipmuc Regional High School. The outcome will determine whether or not the town will proceed with constructing a new wellfield on West River St.

During the May 10 Annual Town Meeting, residents passed the first of the two votes needed to construct the new water source which will total $3.39 million. The funding will also pay for the installation of a Supervisory Control and Data Acquisition (SCADA) system at all waste and wastewater facilities in town.

The wellfield project is to be funded 50 percent by the system's users and the remaining 50 percent by the general tax base. Town Treasurer/Collector Ken Glowacki estimates the tax impact to residents over a 20-year bond to be approximately $12 per $100,000. As a result, a home valued at $400,000 will pay $48.

For years, town officials have been working toward the construction of a third water source in town and have already funded $885,000 for the land purchase, a test well exploration, a pump test, and designs. The Department of Environmental Protection has approved the wellfield.

The town's need for a third water source has been documented since a study was completed in 1998 by Tata and Howard, the engineering firm overseeing the project. The community currently receives its water from the Glen Ave. wellfield and the West River well. However, over the years, both water sources have suffered leaks and corroded pipes.

Reports state Upton's water supply does not meet the summer average daily demand if one well is off line. In addition, Upton does not meet the projected maximum day demand and projected average day demand. Without the new water source, town officials say the community will have a tough time meeting its water demands.

Should the ballot vote pass, Town Manager Blythe Robinson estimates a construction contract will be signed on July 1 and the wellfield construction to be completed in September 2013. During a May 15 meeting, the Board of Selectmen encouraged all registered voters to go to the polls on June 12. The ballot vote will take place at Nipmuc Regional High School. The polls will be open from 7 a.m. to 8 p.m.
