Summary of Annual Town Meeting Actions

This is a summary of actions taken by Town Meeting Members at the May 19 Annual Town Meeting:

• Article 2: Gave 2 percent raises for certain non-union town employees for Fiscal Year 2015 – approved by a majority voice vote.

• Article 3: Gave elected town officials a 2 percent increase for Fiscal Year 2015 – approved by a majority voice vote.

• Article 4: Set the operating budget for the town for Fiscal Year 2015 at $87.3 million – approved by a majority vote.

• Article 13: Transferred $7,604.72 of funds raised from vending machines in the schools from Free Cash to the School Department to be spent on student activities – approved by a unanimous voice vote.

• Article 15: Transferred $45,000 from Free Cash to supplement the Veterans Department's current (Fiscal Year 2014) budget – passed by a unanimous voice vote.

• Article 16: Amended the town's Zoning By-laws regarding the site plan process – passed by a unanimous voice vote.

• Article 17: Transferred the "care, custody and jurisdiction" of five parcels of town-owned land totaling 78.75 acres to Conservation Commission – approved by a 141 to 23 vote.

• Article 187: Transferred $25,000 for consultant services to produce engineering drawings, plans and specifications associated with the Fiscal Year 2015 Community Development Block Grant application – passed by a unanimous voice vote.

• Article 19: Accepted the gift of two parcels of land totaling 3.9 acres located off Cedar St. (Route 85) on the Upper Charles Trail – passed by a unanimous voice vote.

• Article 20: Approved $2.9 million in debt authorized by the Blackstone Valley Vocational Technical Regional School District Committee to fund additional programs – passed by a unanimous voice vote.

• Article 21: Amended the town's Zoning By-laws regarding Life Science and Scientific Research uses – passed by a unanimous voice vote.

• Article 22: Transferred $15,000 from Free Cash to fund a needs assessment and plan for a town-wide Geographic Information System (GIS) – passed by a unanimous voice vote.

• Article 23: Amended the town's Zoning By-laws regarding swimming pools – passed by a 153 to 15 vote.

• Article 24 Transferred $900,000 from the Stabilization Account, transferred $183,254 from Free Cash and borrowed $4 million to renovate the Milford Youth Center building – approved by a 155 to 8 vote.

• Article 25: Transferred $45,000 from Free Cash to fund a collective bargaining agreement with the Milford Town Library Staff Association – passed by a unanimous voice vote.

• Article 26: Transferred $30,000 from Free Cash to demolish a town-owned house at 11 Temple St. – approved by a majority voice vote.

• Article 27: Amended the town's Zoning By-laws to prohibit gasoline service stations in the Central Commercial district – approved by a unanimous voice vote.

• Article 28: Transferred $23,000 from Free Cash to install a flashing beacon signal on the Upper Charles Trail's Hayward Street crossing – passed by a unanimous voice vote.

• Article 29: Amend Article 37 of the town's By-Laws regarding occupancy of buildings – defeated by a 37 to 102 vote.

• Article 30: Amend Article 37 of the town's By-Laws regarding occupancy of buildings – defeated by a majority voice vote.

• Article 31: Transferred $12,000 from Free Cash to purchase 17 tablet computers for use by the Finance Committee and other town board or committee members – passed by a majority voice vote.

• Article 33: Appropriated $125,000 for the Highway Department for storm water management compliance and mapping -- passed by a unanimous voice vote.

• Article 34: Amended the town's Personnel By-laws regarding longevity pay – passed by a majority voice vote.

• Article 35: Transferred $250,000 from Free Cash to the Stabilization Account – passed by a unanimous voice vote.

• Article 36: Transferred $500,000 from Free Cash to offset the deficit in the current year's snow and ice removal account – passed by a unanimous voice vote.

• Article 37: Transferred various line item funds within the current Fiscal Year 2014 budget – passed by a unanimous voice vote.

• Article 45: Closed out various past Special Article accounts and transferred their $9,131.96 total balances to Free Cash – passed by a majority voice vote.
