Milford Selectmen Reviewing Casino Agreement

The Milford Board of Selectmen is expected to sign a "memorandum of understanding" (MOU) with Crossroads Massachusetts, LLC – the company proposing to build a resort casino complex off Route I-495 – at the board's June 21 meeting. Board members discussed the proposed agreement with developers David Nunes and William Warner at a special meeting held on June 15.

The document does not give the developers the right to build casino in Milford; rather, it talks about setting "broad parameters looking towards a possible Development/Host Community Agreement." Such an agreement is provided for in proposed legislation that would allow casinos in Massachusetts.

The MOU wording says that "the Developer and the Board continue to work together in good faith to asses the viability of the Facility and impacts of the proposed construction and operation upon the Town, including but not limited to environmental impact, the impact upon traffic that will be generated and the impact of the Facility upon utilities, Police, Fire and other municipal services."

Selectmen said they will provide their proposed changes to the draft agreement to the developers, who will then work with Town Counsel Gerald Moody to prepare a final draft for the board to approve and sign. Selectmen Dino DeBartolomeis and Brian Murray indicated they are ready to sign the MOU if minor changes are made. Chairman William Buckley voiced his concerns about the "exclusivity" clause in the agreement and said he felt uncomfortable committing "the town" rather than his board, to supporting the project.
